Error: Primary Load balance server is unavailable ….Attempting to use Back up Load Balance Server. Error: Load Balance Server is NOT responding!

Financial Data Quality Management (FDM) Web returns the following error when accessed:
Error: Primary Load balance server is unavailable ….Attempting to use Back up Load Balance Server.
Error: Load Balance Server is NOT responding!
CAUSE
Incorrect FDM Load Balance configuration.
In the Oracle EPM System -> Financial Data Quality Management -> Task Manger -> Task Manager Configuration-> 'Load Balance Server' tab and in Oracle EPM System -> Financial Data Quality Management -> Web Server Components -> Web Server Config Manager -> 'Load Balance Server' tab the Primary Load Balance Server name is not correct. This should be the machine where the FDM Load Balance Server Component is installed and contains the list of FDM application servers.
SOLUTION

  1. Go to Start -> Programs -> Oracle EPM System -> Financial Data Quality Management -> Load Balance Manger -> Load Balance Manager Configuration
  2. On the first tab of the config enter the FDM Service Account username,password,domain
  3. Click on the Application Servers Tab and enter each FDM application server name
  4. Click on the Authentication Providers tab and verify the Authentication provider can successfully connect
  5. Go to Start -> Programs -> Oracle EPM System -> Financial Data Quality Management -> Task Manger -> Task Manager Configuration.
  6. Click on the Load Balance Server Tab and update the "Primary Load Balance Server" field to the proper FDM Load Balance Server Name and click OK
  7. Then, go to 'General' tab and type the user name and password of the windows account used to run the Task Manger Service
  8. Press OK.
  9. Go to Start -> Programs -> Oracle EPM System -> Financial Data Quality Management -> Web Server Components -> Web Server Config Manager.
  10. Select the 'Load Balance Server' tab.
  11. Enter the proper FDM Load Balance Server Name into the Primary Load Balance Server Field
  12. Go to 'General' Tab, then type the user name and password of the Windows account to run the IIS application Pool worker process.
  13. Press OK.
  14. Restart your IIS server:  open command prompt and type iisreset and hit enter to recycle IIS.
