Cause

Missing FNDSM MANAGER.

Solution

To implement the solution, please execute the following steps:
1. Log in as applmgr
2. Cd to $FND_TOP/patch/115/sql
3. Run the script: afdcm037.sql

(This script will create libraries for FNDSM and create Managers for Preexisting Nodes.)
